With a defining crease brush apply a small about to the crease and outer corner of the eye, keep on blending and then applying more eyeshadow, blending some more until you have the desired effect you are going for.

Urban Decay 24/7 Velvet Glide-On Eye Pencil in the shade Lush -

Apply the eye liner to your tight and water line and even a little on the top lash line and smudge out using a pencil brush.

Maybelline Last Sensational Mascara in the shade Black -

All that is left to do is apply a generous amount of mascara to your top and bottom lashes.
